Job Title: Senior Database Administrator (Systems Administrator III, SA3)

Location: Philadelphia, PA (On-site/Hybrid)

Clearance: Active DoD Secret Clearance (or ability to obtain)

Position Summary:

We are seeking a highly experienced Senior Database Administrator (DBA) to support and maintain critical Navy database systems in a hybrid enterprise environment. This role requires expert knowledge in database administration, security, and performance tuning across multiple platforms including Oracle, SQL Server, and PostgreSQL. The successful candidate will lead efforts to ensure high availability, reliability, and security of data assets in alignment with Department of Defense (DoD) compliance standards.

You will work closely with application developers, system engineers, and cybersecurity professionals to design, maintain, and secure robust data solutions that directly support Navy missions.

Key Responsibilities:

• Administer, monitor, and tune performance of relational database systems (Oracle, SQL Server, PostgreSQL) to ensure availability and efficiency.
• Plan and manage database backups, recovery strategies, and disaster recovery (DR) procedures to safeguard mission-critical data.
• Implement and maintain data replication, clustering, and failover mechanisms to support continuity and resilience.
• Support the integration of databases with enterprise applications and web services, ensuring secure and efficient data flow.
• Establish and enforce user access controls, database security protocols, and auditing procedures in accordance with DoD and RMF standards.
• Automate database operations using scripting languages such as PowerShell, Bash, PL/SQL, or Python .
• Collaborate with developers, network engineers, and system administrators to resolve database-related issues and support system lifecycle needs.
• Prepare and maintain technical documentation, system architecture diagrams, reports, and SOPs .

Minimum Qualifications:

• Bachelor's degree in Computer Science, Information Technology, or a related field.
• 10+ years of experience in database administration, with expertise in managing complex, multi-platform environments.
• Proficiency in database scripting and automation tools (e.g., PowerShell, PL/SQL, T-SQL).
• Demonstrated experience in backup/recovery strategies, performance tuning, patching , and high-availability configurations.
• Familiarity with DoD cybersecurity compliance , including Security Technical Implementation Guides (STIGs) and Risk Management Framework (RMF).
• Must meet DoD Cyber Workforce (CSWF) baseline certification requirements (e.g., Security+, CISSP, or equivalent).

Preferred Qualifications:

• Professional certifications such as Oracle Certified Professional (OCP) , Microsoft Certified: Azure Database Administrator , or AWS Database Specialty .
• Experience with DoD IT systems, Navy programs , or other federal government environments.
• Familiarity with DevSecOps pipelines , containerization, or cloud-hosted databases.
• Strong analytical and troubleshooting skills, with a proactive approach to system optimization and incident response.
